Eczema, what do you use in the bath? I can't use anything but medicated bath stuff for my oldest as anything with a scent ect makes his skin explode with eczema.
Looks likes eczema to me. Some scented lotions and soaps can cause it. I can't use the lavender night time lotion on my daughter or her back and belly look just like this. Mustela has great stuff for sensitive skin.

I agree with the previous ladies on eczema. My 16 month old has it. I use Shea Moisture eczema therapy and love it! It's natural :)
