So the city i live in isnt crazy big. It doesnt take long to get from one end to the other. And i guess an area outside the city has a guy who is just walking in to peoples houses to "look around". He has not hurt anyone yet, and has not stolen anything yet either. He just walks from room to room checking peoples houses out. The sherrif knows about this, but since he hasnt hurt anyone yet there isnt much they can do. Someone had set up a monitor to catch this guy and now they even have a picture! But still havent dome anything about it.

That doesn't make sense that the sheriff won't do anything. He's still breaking in to homes even if he's not stealing or hurting anyone! Why would they want to wait until that happens?
