That sheriff is stupid bc the guy is committing a crime regardless of not taking anything. Just like the guy peeping in Windows is committing a crime too.

There is one guy who is peeping through windows, and another who is walking in! I dont understand why these men havent been found amd arrested but it scares the living crap out of me!

That doesn't make sense that the sheriff won't do anything. He's still breaking in to homes even if he's not stealing or hurting anyone! Why would they want to wait until that happens?
