@Kayleebee, I used ribbon and fabric. I dont have any of the pictures saved in my phone at the moment but you can use Google or Pinterest and type in high chair banners or fabric garland

@dbbrs like I said below you can get the metal hoops in craft store either in jewelry section or macrame section. And of course you can make whatever u want. I found this idea on Pinterest and Etsy
