The PI thing could be plausible, but honestly that would be a crappy PI to be so close & obvious. And they likely wouldn't use their cell phone to obtain evidence.

No one would be looking for us. We have nothing to hide and have done nothing wrong. My husband even brought it up that it could be a PI. They guy was already in parking lot when my husband pulled up. Yes and I know people randomly sit in cars in parking lots. I've done it before. This guy was literally recording my husband, watching him and staring him down while with my son.

He is obviously recording or taking pictures. That is creepy as hell

Report him. You never know what this guy is up to and you'd feel forever guilty if he is a paedophile and he hurts a child. The police will look into it and if he innocent, no real harm done, if he's not than you've done some real justice for the world.
