I have the same issue. My doctor has given me progesterone to get me to have a period. But it doesn't mean I ovulate. Ovulation is hit and miss for me. I have pcos. So I have taken clomid in the past which made me ovulate. This time I'm taking soy iso. We will see if it works.
You said you get the occasional period, or very light. First get a bunch of cheap ovulation tests online. After one of those occasional periods(or even now) start using ovulation tests and test daily (even if it takes 50+ days) You probably only ovulate occasionally. If you think you ovulate more x's than you get your period, then keep testing after you ovulate to see if that's happening.
A few things, I know you had lots of tests but: are you overweight, or a few lbs from it? If so loosing some weight can help regulate. Also did you get the 4hr(or 5hr) glucose tolerance test with insulin levels? That confirmed (with other symptoms) my PCOS diagnosis and with Metformin my levels (and weight) have gone down and my cycles, crazy my entire life, are almost regular. Good luck :).
