It depends on the temp. If it's only around 98-100 yes for a little while but most commercial hot tubs are around 103-104 and that's not safe. The point is you don't want it to raise your own temp. If I'm at a hotel and really want to get in I just sit on the first step where my belly is out of the water and soak my legs for like 5 or 10 mins.?

If it's a personal tub with a temp control its fine. If it's a commercial one somewhere with no control then no.
