Does it hurt to touch?

No pain at all

I have the same thing going on on both my feet right in the arch.. my so seen it and said I need to ask my doc.. it doesn't bother me at all tho

It's storming where I am so going in is a huge hassle atm, almost all drivers for uber or lyft aren't working having 10-15min wait times.

It's not bothering me at all, it was more of a "oh shat what is this " moment.

I'd say rest and elevate it. If it still looks that way tomorrow give your doctor a call

I have no idea what this is. But I’d say it doesn’t look like something that’s an emergency or that can’t wait until morning. But I’d follow up with your doctor and just make sure it’s nothing crazy going on.

Plan on waiting till the am, I have an appointment anyways. If it starts hurting I'll go in.
