I get where you are coming from pp but people with warrants for a crime are not usually sitting on the curb getting written a ticket.
Or y'all all could be wrong and that gentleman is just sitting politely on the side of the road while the police officer decides which flowers he's buying for his wife and finishes up the card for her. People are so quick to jump to conclusions rather than question all the possibilities and hope for the best.
@K.Sinclair I made no comments about his supposed immigration status. I would feel this way about a person regardless of assumed immigration status, whether they were street vending or panhandling.
Maybe it's because I live in LA and they are a lot more lax about street vending and even looking into decriminalizing it.

Maybe I'm missing something, but isn't it illegal to sell things without a permit? Anyone selling stuff on the side of the road here would be ticketed, or arrested depending on how they reacted.
