Well rear facing the straps or at or below shoulders

When forward facing they are at or above shoulder. Chest clip should be at armpit level and tight enough you can't pinch any loose fabric.

Rearface until at least 2 is safest

Her clip needs to be slid up onto the middle of her chest!
