This happened in Texas. People in the south typically treat each other like family. They help and people accept the help. Now, someone does that in NJ and you will not get the same reaction; I guarantee the mother is going to flip saying “don’t touch my kid and mind your business!!”

I see a lot of overwhelmed moms at my job. I can't always run to stand by their side, but I can simply smile and tell them "You're doing great, Mom. Keep up the good work". It isn't much, but it does make a difference sometimes.
