I would bring him in, you might want to make sure he doesn't have an ear infection poor little guy I hope he feels better soon!

Sit in the bathroom with him and let the shower run (hotwater) helps relief some congestion..... 2 to 3 times a day or at least right before bed babies run temps that high you should rotate between Motrin and Tylenol it perfectly safe
