Could be or it could just be a skin irritation, avoid scented lotions and keep the area moisturized @brynsmommie,

This is how Carters look & he has eczema! I just put moisturizing lotion on him because I’m trying to avoid using steroid creams. Its been clearing it up with just the lotion :)
