When they can tell you that they’re pooping or peeing in their diaper. That’s how you know they know what they’re doing and they have some control over it.
Children are not emotionally and intellectually ready to start potty training until 18-24 months in age. They have to be able to control their bladder and bowels -- which means it's best to start when they can communicate those needs. I will start at 2 years with Lily.

When they show signs of being ready. My first was 2 and my second was 1 and a half

As soon as they start walking is what I’ve heard and when they seem ready like pulling their diaper off on their own ect

I think the best time I is when your child understands what pee and poop is makes it much easier
