Why does my son think toilet paper is a toy? I told him when we go grocery shopping, he's going to use his allowance to buy toilet paper. Enough is enough!

That's the fourth roll I've found in the toilet. He doesn't deny it. He just says Sorry Mommy. It was an accident.
