Question regarding when my daughter is with me vs her dad..

My daughter is 2, she comes to my house on the week days, we have rules at our house that she has to fallow, she has her own room, and is a happy little 2 yesr old and helps out with her sister a lot and with only on my husband working we can afford a 2 bedroom.

Now.. with her dad... he and his gross ass girlfriend lives with his mom and step dad in there unfinished basement, pretty sure my 2 year old sleeps down there too, they dont have any rules there, all her dad lets her do is watch tv all day and play games they let her stay up, and she always comes home with rashes and being sick and second degree burn and just something wrong. When she comes home on the first day shes mean to her sister, and also mean when her dad picks her up.. so.. my question is if i requested a new judge who do you think they will pick where she is better off..? I am in colorado and we got the worst judge.
