I'd say a snowsuit! They're really warm and since your visiting family, I'm sure she won't be with you 24/7 :)

If you use a snowsuit she’ll be warm, and she can play in it! It’s a win win haha

We took my son to the snow when he was 12 months and we got him a snow suit on Amazon it fit kinda big but it definitely kept him super warm
