Well if someone was watching the child it wouldn’t have happened in the first ducking place. Honestly my children never made huge messes like that. I was always on that ass and never left them unsupervised.
Wanna be clear I wouldn't use a belt I would lightly. Spank with my hand. And not till there at least 3 when they understand what they did was wrong.

Absolutely not. Anyone who hits a child that young with a belt should be hit right tf back in my opinion.
I'd be upset but it appears the toddler had too much unsupervised time to make a mess that big. So I wouldn't spank my child for this if I left her unattended. If it were one of those things where she did something in a split second while I blinked I'd scold her but not spank her. Kinda all depends on age, situation, and why it happened. 😬

@bunny713, 😂😂 that much is true lol. If it is charcoal, probably not too difficult to clean though. Vacuum the loose powder then something to wash it away.
