I grew up in Oakland, but it's changed quite a bit since I moved. Montclair and the Oakland Hills are the nicest areas, but very expensive. Rockridge is an awesome neighborhood and slightly less expensive. The Lake Merritt area has gotten a lot nicer in recent years. Piedmont is technically not part of Oakland, but is also a super cute area and still pretty centrally located. Other areas might be nicer now than when I was there, as well, but those were my favorite parts. Hope that helps!

Everything is super close even with having a car I would usually walk to most places & if you don't have a car Bart is like every other block. Lake merrit is close to downtown Oakland As well. They basically merge, then on the other side is Piedmont - going into ememryville
