Yes u can use a little desitin on it. That looks like heat rash to me though. A little corn starch powder will clear it right up.

When my son gets rashes I use his butt paste and it clears it up.

@missjess i dont know what it is either. I woke her up from a nap and she was itching her shoulder so i took her shirt off and saw it on both her shoulders. I use an old school remedy plain corn starch that cures skin problems the quickest including diaper rash. Or like you said diaper rash cream.

It looks like a heat rash. Try wiping it with a cool wash cloth first and let her sit naked for a while.

I'm not really sure what it is but maybe dove lotion? I hear it's suppose to be really good for sensitive skin.
