4-5 depends on the place. Cause mine is 4. My NP said it would have been good if I was 4 cause then she would send me straight to the hospital but I was only 3 cm.

Where I am it's a 4 but I think it also depends on how effaced you are. With my first I was admitted at 3 cm but can't remember how effaced I was
