Was thinking of getting one of these but looks like it hurts their necks?! What touches their neck is it plastic or padding?

Just plastic like a rubber ring but it didn't hurt him at all he loved it I was a bit wary at first so I got in with him ready to take it off if it looked bad but he was just splashing and swimming away xx @clare_louise13,
