Depending on how long you've had it the seat may be closer to expiring anyways. Also covers that didn't come or aren't manufactured for that seat are dangerous and not supposed to be used. I'd say convince him for a new set, sell the stroller. Buy a double if needed. Recycle the seat.

They sometimes have really cheap car seats and strollers at baby boutique/used baby clothing shops. I would check that out first. There are sometimes really good deals

I bought a great car seat cover on amazon for my son covered the pink car seat lol
