I can't stand little kids like that or parents for that matter. Teach your kid right from wrong.

I'd definitely say something to her, like "That is not nice. You need to say you're sorry. And keep your hands to yourself." And if the mother says something tell her "well if you had corrected her, I wouldn't have to". But that's just me. I don't care who it is I have no filter, especially when it comes to my kids.
