My son does that too if I am telling him no for something like grabbing a cord or pulling my hair I often after telling him a couple of times sit him on my lap and hold his hands still and tell him I'm sorry you can't play right now your not listening. I know that they say a nine month old can't understand disipline but he seems to be responding to it

Sounds like my son. He's 10 months and will look at me and laugh when doing something wrong, knowing he's not supposed to do it. It's not until i get up and start walking over he will back away from it completely lol. I'm guessing at this point it's just patience.

At 9 months they don't have the ability to be manipulative... she could just be needing reassurance... I don't think it's wrong to give her that obviously within reason... you can't give her everything she wants all the time... like being held, sometimes you need to go potty, and eat! I struggled with remembering to feed myself when she was little... 🤔 somedays I still struggle with that!
