So if the father is a good father and wants to be in baby life and is but doesnt pay child support what should I personally do? whats ur opinions.

Maybe he really doesn't have the money. He's still trying to be a good dad though & that's what matters the most.
That is more important to your child than any dollar. And if he can't pay and goes to jail... that only hurts your child and I don't mean financially. Just let daddy be a daddy and chalk that up to a real win and the best thing for your baby! Sounds like if baby needs anything, the daddy will makes he has it. Good luck! Peace and love!!
