My daughters arms have been shaking a lot recently and I thought all babies did it but I've had a couple of people commenting on it so I'm kind of freaked out my mom said it could be neurological

I'd say it's a good idea to bring it up to her doctor. Especially if it seems uncontrollable. Could be absolutely nothing and the visit would put your mind at ease.
