I could tell lewy wasn't feeling good so I took his temperature and its 99.2 I know they say to take them in when it goes 100.4 or higher so what can I do to make sure it doesn't get to that point?

Well he's not coughing but I do hear like the gurgling type of sound like he has mucus, he's fussy and he's only been pooping once a day yet other times throughout the day he pushes and nothing comes out and he's not sleeping
What are his symptoms besides his temperature? You are right that 99.2 is within normal range. I, personally, would try to treat any other symptoms before worrying about a fever. If he is congested, try steaming your bathroom or using a humidifier. Keep his nose clean. Put a crib wedge in his bed so he is sleeping more upright to prevent too much drainage. Keep nursing if you are breastfeeding. The antibodies in breastmilk will stop just about any virus. My little guy is fighting an upper respiratory infection. The humidifier works wonders! I haven't heard him cough in about 12 hours now.
Oh.. No I don't know if it's safe or not but I wouldn't.
