they have advocates at the county offices that can assist with all that and depending on your circumstances sometimes you do not have a choice but to put them on child support

They normally don't take the child away from the mother unless she's proven to be unfit or on drugs. The father normally just gets visitation rights and put on child support but if he's wanting nothing to do with your daughter he's not going to use those visitation rights anyway...
