Stride rite sells walking shoes for beginners for around $40 they start at 4c NY daughter had small feet when she started walking so the only shoes that worked for her was name brands like Jordan's and nikes. She was 2c-3c so we would spend like 50-60 on a pair

Flip flops aren't good just because of that reason lol. Buy sandals where her toes don't go in between something and not rubbing against plastic.
