both parents need to be present. we just got my son's passport in January. there is expedited process which is 3 weeks, a lite more expensive or the regular process 6-8 weeks. sometimes you need an appointment depending what post office you go to. when my hubby and I went in January the whole process; from filling out paperwork to waiting to be photographed was about 3 hours.
it's $80 for a passport book for a child plus the extra $60 to be expedited. your total is $140. that's not counting tax. you can always check www.travel.state.gov.

@elismommy428, yes they dont want one child taking the child out of the country without the other knowing... abduction risk

@elismommy428, i dont unfortunately but what ive heard is they only give out a certain amount a day so you have to go SUPER early to get a spot
