It's not really the height that's the concern, it's the weight. If it's too big it can slip off, which could be bad.

My baby has loved the one @mommy_faith showed since she was 9 months or so, and she still loves it at almost 2. It lasts forever! I'm afraid the one you pictured may be too big for your dd, it says 30-50lbs. My dd is only 26lbs at almost 2, so I know the struggle of finding things small enough for the littles. There's also infant life vests like the one I'll show you a pic of I found online.
