babies can go swimming at however old, but they don't make swimming diapers for babies under 11 lbs (that's a reusable one). you just need to make sure the water is warm enough for them (98°) and the beach I wouldn't recommend until about 3 months like @abeals04 said cause of the bacteria and whatnot.
