What are the do's and dont's of taking a 4 month old to the pool? Like is the water safe for them? Should sunblock be applied? We're going to the pool around 6pm when the sun isn't so bright and I'm not sure if we should just sit in the shade or hop in with the baby! Any advice on after care would also be greatly appreciated.

Yes, they most certainly can be in the water, however if it is a chlorinated pool make sure you immediately wash them off and apply lotion because it dries their skin out bad. I use this for my baby and she also wears a hat with a brim. It keeps her shaded and in the water where she stays cooler. Sunscreen is only recommended for 6 months and up.
Stay in the shade. She can dip in the pool for a little bit to cool off and play in the water. She would need to be rinsed off/bathed right away and lotioned up.
Lots of shade and if the waters not to cold
4 months is too young for sunblock. I would stay in the shade for the baby doesn't get burned.
