TMI Question:
I am 35.3 weeks with my second baby. I have been having BH on and off all day long. I just went to the bathroom and noticed discharge in my underwear (normal, I know), but this discharge was sticky, kinda like liquid glue and when I tried to wipe it off my underwear, it kinda clumped up and was really stretchy/sticky. Is this just normal discharge or could it be part of my mucus plug coming out? With my first, I lost my plug the same day I delivered so I don't really remember the consistency of it.

yeah, that's your mucus plug. I've been losing parts of mine and that's how I would describe it.
since you're still early, if you start to cramp up I would go to the doctor to make sure everything's okay.
