I think it's actually from the velcro he moves around so much the bib comes loose and the velcro scratches his poor little neck. I have been checking his bib frequently when he has one on to make sure it is on where no velcro is showing and usually 30 minutes to an hour after he has ate I just take the bib off. But if he happens to still get the marks I just put eczema lotion I have on it and it goes away pretty quickly. I have Aveeno baby eczema therapy.

It's called a stork bite, look it up. My daughter had it too and her pediatrics told me not to worry it will go away. It's s form of birthmark
