Does anyone know on a average how much they will let you dilate if you have to have a c section??

Does anyone know on a average how much they will let you dilate if you have to have a c section??

I know it depends on the doctor I just want to know on average. I'm now 36 weeks. I was dilated to a 2 and 50% effaced at 32 weeks. As of Wednesday I was at 3 and a half cm. My doctor did tell me at this point if I go into labor he will not stop it. Ive been having painful contractions every 5-8 mins for 2 days but water helps so i havent went in for them. My thing is if I have to have a c section I'm not sure why I would be expected to dilate more than a 4 or 5 before doing a c section. My scheduled date for c section is in 3 weeks.
