Not necessarily. your plug can come out weeks before labor starts

they say it means your dilating when the whole thing comes out..not necessarily when pieces break off because mine has been breaking off and I'm still closed..but when the whole thing comes out it means your dilating..

Because your cervix is thinning so it's not tight enough to hold the plug in anymore
