He hasn't made any attempts to see her or ask about her. The times he has seen her have been when I've initiated it by going to the place he works for some groceries. Otherwise, nothing. But he's making claims to people that I'm refusing him visitation, I'm not allowing him to see her or contact her, I'm being prejudice against his race, and all that. He even had the audacity to say that, if I want child support then I need to give him some of what I get back in income tax from her or give him her SS number so he can claim her. He hasn't been a parent or father figure. He cares more about his weed and alcohol than his daughter

Unless there's a court ordered visitation schedule paying child support does NOT mean he gets to see the child.
