It's safe to use hair color whenever. Just make sure you have fans going to keep things ventilated. And box color is so bad for your hair ): the chemical compound is more damaging to your hair then professional hair color.
I would never recommend box dye, pregnant or not. but dying your hair is safe at any time. the only part you want to be careful of is making sure you're in a ventilated area so the fumes aren't bad. also, do the allergy check, you can become allergic to things while pregnant.

It's not recommended to dye hair in the first trimester at all.

once out of the first trimester it is safe use box dye but wait until 14+ weeks
