Looks like a sensitivity to baby's soap perhaps? Or even the detergent if he's been wearing hat? Their skin is super sensitive when they're that little so I would imagine if he got it that bad it's because he was exposed to something that he can't handle quite yet...I would try changing it up to something for specially made for sensitive skin, and see if that helps...also you could rub some breast milk on it and it should go away fairly quickly!
when you wash do you put lotion on his face? I did with my daughter and she always had acne. so I still used it on her body but opted out for lotion on the face and it cleared up in a day

I use aveeno unscented but i will definitely put breastmilk on his forehead. Thank you@hellosweetie

yes i put lotion on his face after i give him a bath. So i think i will avoid it on his face for now thank you@missnic
