its a small piece of skin that connects the tongue to the bottom of your mouth but if it is to long then its called "tongue tied" I have one and it can cause issues pronouncing certain words and for a baby sometimes they cant breastfeed properly. its a quick fix the doctors can just cut it and from what I hear its not very painful to have done.
