my sister is special needs but she is very mean to my 15 month old daughter like pulling hair(really hard) biting pinching pushing...I don't want my daughter to think doing this is ok

my sister does understand to a certain extent..she knows she's not suppose to do it but she lashes out when she's frustrated or angry..and that is what I try to do
