No that's normal at 38 weeks. Cervix opens before labor. Some women's opens slowly over a longer period of time and some women can be completely closed at 41 weeks then bam, contractions that come out of no where and open your cervix. I was about 1 at 37 weeks and got excited :/ Then at 38 I was a 3. At 39 weeks a 4 and didn't dilate to more than that till after 40 weeks!
