yup, my belly button went completely flat before poking out, if that makes sense.

So far mine hasn't popped out very much at all

but some people's belly buttons don't ever poke out, no matter how big their bellies get.

mine didn't with my first one

mine poked out at around 32 weeks after going flat, so yeah I'd say so.
