Culturally appropriate Halloween costumes

Now that Halloween is a little over a month away, I've started seeing all the social media posts about costumes. Last year there was a big hubbub about culturally appropriate costumes...and people vilifying others over their kids wearing Native American costumes among other things. So I've made it pretty clear that I want to buy my daughter her fist Halloween costume. Her babysitter/nanny keeps saying she wanted to make her one. Offensive or not?

I know this is old news and disney has already pulled the costumes off the shelves but it's new to me. I don't think it's a big deal it's a costume portraying the character from a Disney movie. What are your opinions?
