@firsttimemommy89, - if memory serves, you need to pull the middle part up more, which should allow you to click the handle bars down to collapse. I guess graco hasn't changed their frustrating design in over 20 years. lol

@firsttimemommy89, - so, looks like the middle part needs to be pulled only half way up before you click the sides to release. Good luck
