Pretty sure you just switch. But no more then 16oz of whole milk per day.

I just switched my daughter right after she turned 1 but they might not like it at first I just switched between formula and milk until she just drank milk only

I don't use formula so I don't know for sure but most containers I've seen say max 12 months so I assume you just swap but my pedi said no more then 16oz per day then you give other things like food. Water. Juice.
