What happens when you reach 100% effaced?

I go tomorrow... this am at the hospital I was 2cm and 90% effaced but when I got there I was 2cm and 70% I effaced 20% in 4 hours . but no dilation! ugh!

From last weeks app he said I wasn't dilated at all:( but idk about now
