go down the the health department & ask them for an app & if there's a fee I'm pretty positive there's no fee to change his name before he turns one

I changed my 3 year old sons name when he was 3 months old I believe it was free his dad had to pay to get his name on there but just to change his name it was free it took 3 months to get his new birth certificate.
